I'm sorry if it was already mentionend but I had 3 ideas:

First: A "Link" Speechbank (it should have a different name), like Link from Legend of Zelda
"Huaaaah!"
"Ha!!"
"Uwah!"
"He!"
"*pant*"

Second: Russian Dialect, like the Heavy from Team Fortress 2

Third: A singing Speechbank, everything is sung

You assume the lipsync is hand-animated. It wasan't in W3D, W4M or WUM, why would it be now?

It wasn't? In the folders there are text files called "LIP" for each speech bank. Apparently these include informations on the letters used in each sentence, I guess there is an animation for each letter forming the complete mouth animation when put together.

Example: "Amazing" (Pirate speech bank, not sure what it actually says):

Yes, that implies the game needs them for lip sync....but that doesnt mean that those .txt were hand-made...I mean, maybe they developed an automated utility for creating those .txt lip files based on a soundfile input...
Thats, most likely, due to performance issues...realtime lip sync is a lot more expensive than reading a pre-generated text file....and the results are the same...

That would explain the worm's mussitation while the audience is applauding for the Game Show speech bank.

Memespeak certainly would sound awful. I wouldnt want my worms to be saying trolol after they kill a worm. And yes, I know I just cannot choose it but including memes in a game that has barely any ties to them would just ruin it.

In other news, we should have an apathetic speech bank. It would be cool if my worms sounded like those serial killers who knows what you're gonna do next :P,
Or we could have a bass voice for worms. They would sound cool ingame.

The Flintstones had about 3 lip animations and simply repeated in the same, single pattern over and over.
Worked out fine.

I know that some modern 2D animation uses a different frame for each freaking letter. And for sounds, like "th".

Will there be a way to disable this speech bank from playing in the online multiplayer? Maybe you could flip a switch to replace that bank with sounds of a baby farting in a bathtub.

Not everyone was using the l33t speechbank in Worms Reloaded either. It's probably not going to be any more popular than other speechbanks.

This. It's been produced with the same worms humour that's in all our speechbanks. I sat in on it being recorded today I couldn't stop laughing at it, its brilliant and I don't think it will irritate people

Plus here's another little fact for you about Revolution.... If anything the speechbanks in Revolution will be far less irritating as we've introduced a bucket system. So, rather than the worm saying one set phrase when something happens, it will now choose a phrase that fits with that action from a bucket selection, meaning that you shouldn't hear as many repeats of phrases as has happened in previous games.

Sounds good, but if there's more than one sound for each jump type now i will miss being able to spam the Thespian "Nyhaa!" during retreat time

This sounds cool but makes me worry about how feasible custom soundbanks are. Are there any plans to include a soundbank editor with Revolution or is that something which won't be available at the start but may come along later (like it did with Reloaded)?

Worms: The Director's Cut also used a bucket system for speechbanks, so custom banks aren't entirely impossible...

All i really wanted to see was the return of The Raj, but custom speechbanks at least mean I can still have that, even if nobody else can hear it.

Custom speechbanks should be perfectly feasible.
Each bucket would only need to contain at least one speech file, so even unused ones from previous games could be added/converted.
Team17Test, yay!

That is, if custom ones are supported at all and are easily available as sound files or non-encrypted files.
